
SENATE CONCURRENT RESOLUTION NO. 55
(By Senators Wooton, Ball, Dawson, Dittmar, Hunter, Kessler,
McCabe, Mitchell, Oliverio, Ross, Snyder and Deem)
Requesting the Joint Committee on Government and Finance, in
cooperation with the Secretary of State, conduct a study to
comprehensively review and consider possible improvements in
the election laws of our state.

Whereas, The democratic process requires active participation
by eligible voters to function as intended; and

Whereas, Voter participation in this state has been declining
over recent elections; and

Whereas, The Legislature is desirous of increasing interest in
the electoral process; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance, in
cooperation with the Secretary of State, study, review and consider
possible improvements in the election laws of our state; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the Legislature in the year two thousand on its
findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and,
be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
